 Here is a small download speed comparison between airtel bsnl and tatadocomo which I have done with the help of idm,This speed can vary in different places .

AIRTEL	10kbps
TATA DOCOMO	13kbps
BSNL	32kbps

Most of the 3g networks cut down(chap) their actual  3g network speed in 2g plans.From the above list better one is bsnl with 32kbps peak download speed,But the problem is their upload speed is lesser compared to tatadocomo and airtel so lesser browsing speed.

In the case of tatadocomo with 13kbps download speed has better upload speed compared to airtel and Bsnl,so faster browsing.

So If you are choosing 2g plans in 3g network.Go for tata docomo.
